Massachusetts Tests for Educator Licensure (MTEL)

The MTEL Tests

The Massachusetts Tests for Educator Licensure (MTEL) program was developed in 1998 by the Massachusetts Department of Elementary and Secondary Education. The MTEL certification program was initially designed for educators seeking licenses to teach within the Prekindergarten and grade 12 classes. The MTEL program was expanded in November 2004 to also grant licenses to educators seeking licenses in vocational and basic adult education. The exam is conducted and administered by the Evaluation Systems group of Pearson. For more information, please visit the official MTEL website




•  Registration for the MTEL exams can be done via the internet, telephone or mail

•  To register via mail, please print and fill registration forms. Send completed forms along with necessary documents and payment to Massachusetts Tests for Educator Licensure, Evaluation Systems, Pearson, 30 Gatehouse Road, P.O. Box 660, Amherst, MA 01004-9013. Telephone 413-256-2892

•  To register online, visit internet registration.

•  Telephone registration is only available to candidates retaking the MTEL exams or candidates registering during the emergency window. To register via telephone, call NES at (866) 565-4894 (or 413) 256-2892, 9:00 a.m.–5:00 p.m. eastern time. Monday through Friday, excluding holidays

Eligibility for the MTEL exams depends on the level and category of the teacher and educator and the type of license.


  • The MTEL Communication and Literacy Skills exam is made up of two subtest, reading and writing. The two subtests contain multiple choice questions and two open-resource exercises in summary and composition
  • The Academic subject matter (PreK-12) exams is made up of two subtests, the mathematics subtest and the multi-subject subtest comprising history, language arts, social science, technology and engineering. The subtests are made up of multiple-choice questions and open-response items
  • The MTEL Vocational Technical Literacy Skills Test is made up of two subtests. The reading subtest contains only multiple-choice questions. The second subtest, the writing subtests is made up of three sections, a written composition, written summary and multiple choice questions in grammar and mechanics
  • The Adult Basic Education test is made up of open response and multiple choice questions

•  Each MTEL exam has its own minimum required passing score as set by the Massachusetts Commissioner of Elementary and Secondary Education
